What shapes the scope

The useful question comes first. Scope then follows the road layout, the observations required, the length of the time window, device needs, installation conditions, and how results will be checked.

  • We define coverage separately from Bluetooth communication range.
  • We state which data fields and imagery, if any, are included.
  • We agree on verification before treating a result as evidence.
